I had someone sign up and complete an offer with their hotmail account. Will this create any type of problems?

no, im surprised they even got the validation e-mail, b/c my hotmail acct didnt even put it in the junkmail folder it just deleted it.

Hotmail has a screwey spam filter. Remember the whole gmail invitation incedent when they werent going through a few months ago?

He said that he didn't get any validation e-mail. He just signed up and completed an offer. Will I get credit for his offer now?

yes u will, just tell him to change his email in "My Account" to a yahoo account or gmail.
