I just got off the phone with Apple. We are going to be able to buy an upgrade to Tiger for our minimacs for $20 when its released.

i am guessing this was Apple retail? I worked for Apple a few years ago, and their corporate policy is the same now as it was then. They do not comment on unreleased products. Apple is very very very very secretive about their products. Employees usually find out about the product once steve jobs announces it. The will find out about apple policies at the same time regarding upgrades/pricing/etc.
Apple will usually allow free upgrades to the next OS to people who bought 10.3 or new hardware from the announcement day on. Since tigers release date hasnt been announced, dont plan on getting the upgrade.
Rumor has it they will announce it today, but its a rumor. The GM build is supposedly 8a428, but the newest available to developers is 8a425. I will be installing 8a428 if they release it to developers. If not, I will be waiting for apple to ship my copy.
In the past, it was $19.95 of 19.99 for the shipping and handling. When I got panther, I was sent upgrade cds. kinda sucked. They required a hardware serial number (i had a G5, and G5's were entitled to a free upgrade). They will probbaly require an upgrade coupon and a proof of purchase.

I placed my order on the 7th, went STV on the 29th
